Steuern

Selbst ein durchschnittlich erfolgreicher Abenteurer verfügt über Macht und Reichtum jenseits der Möglichkeiten der meisten normalen Bewohner der Welt. Während das gemeine Volk seine Helden bewundert und die Kleingeistigen sie beneiden, vertreten die Herrscher, Autoritäten und Behörden einen eher pragmatischen Blickwinkel dazu: Wie können sie und ihr Verwaltungsapparatfinanziell von diesen Abenteurern profitieren?

In einer größeren Kampagne gelangen die SC ins Blickfeld dieser Autoritäten, wenn sie an Status gewinnen, welche Anteil an den Belohnungen der SC in Gestalt von Steuern und Abgaben erlangen wollen. Sie beanspruchen materielle Güter, nutzen das Können der SC im Alltagsleben oder rekrutieren sogar ihre Dienste als Abenteurer. Diese Autoritäten betrachten solchen Zeitaufwand und solche Dienstleistungen von Seiten der SC als angemessen, schließlich bietet man ihnen zwischen ihren Abenteuern einen sicheren Hafen und beschützt sie zumindest in der Theorie vor den Nachstellungen von Räubern und Betrügern.

Steuern und Abgaben können vielerlei Form annehmen, von vielen Seiten verlangt werden und unterschiedliche Bezeichnungen besitzen: Es mag sich um Tarife handeln, den Zehnten, Gebühren oder sogar um Aufforderungen zu Spenden und Wohltätigkeit. Auch wer solche Abgaben eintreibt – nennen wir ihn der Einfachheit halber „Steuereintreiber“ -, variiert stark, es kann sich um eine Person oder eine Organisation handeln. Es könnte ein ziviler Anführer wie ein Adeliger[link1] oder Bürgermeister sein, ein Angehöriger eines Berufs (z.B. ein Gildenoberhaupt, welches Mitgliedsbeiträge eintreibt, oder ein Dekan, der Studiengebühren einsammelt) oder auch eine religiöse Autorität wie ein Erzbischof oder der Gemeindepriester.

Wann und in welchem Umfang Steuern, Abgaben, Gebühren usw. anfallen, hängt von der Art der Kampagne ab. Das Zahlen von Steuern sollte in der Regel zwischen den Abenteuern passieren, etwa wenn die SC eine neue Stadt[link2] betreten oder zu ihrer üblichen Operationsbasis zurückkehren. Als Faustregel kann der Steuereintreiber die Gruppe einmal pro Charakterstufe heimsuchen und die Steuerlast grob dem Schatzwert einer zu ihrer Durchschnittsgruppenstufe passenden Begegnung (siehe Grundregelwerk, S. 399) entsprechen. Der SL kann diesen Betrag auch in mehrere Steuern oder Abgaben unterteilen, die im Laufe einer Charakterstufe fällig werden.

Beispiel: Eine Gruppe von Charakteren der 3. Stufe, welche die mittlere Aufstiegsgeschwindigkeit nutzt, sollte mit insgesamt 800 GM besteuert werden. Sollte der Reichtum der Gruppe den normalen Wert für diese Stufe überschreiten und die SC dies auch zeigen, dann fällt dies den Autoritäten auf, welche dann darangehen, den SC mehr abzunehmen. Der SL sollte die SC mit Komplimenten und Versprechungen zukünftiger Gefallen überschütten, so dass sie sich nicht für ihren Erfolg bestraft fühlen.

Dieser Abschnitt liefert zudem Ratschläge, wie man Alternativen zu Steuern und Abgaben als Abenteueraufhänger nutzen kann. Statt die SC zum Zahlen von Steuern zu zwingen, könnten die örtlichen Autoritäten sie bitten, passende Aufgaben oder Questen zu erfüllen.

Arten von Steuern

Viele Steuern werden in Geldmitteln entrichtet. Manche Steuereintreiber sind auch bereit, sich in Materialien, Gütern, Gefallen oder Dienstleistungen anstelle von Münzen bezahlen zu lassen.

Direkte Besteuerung: Am leichtesten profitieren Steuereintreiber von Abenteurern, wenn sie einen Anteil von allen Einnahmen von ihnen verlangen. Es mag sich dabei um eine Wechselgebühr handeln, wenn es gilt, ausländische Münzen in die Landeswährung umzutauschen oder vielleicht Kupfermünzen in Goldmünzen. Es kann eine Schatzsteuer sein, die Zollbeamte durchsetzen oder auch der Zehnte, den religiöse Charaktere entrichten. Solche Regelungen können recht leicht eingeführt, von schlauen SC aber umgangen werden, solange sie ihren Reichtum verbergen. Der durchschnittliche Steuereintreiber ist nicht in der Lage, Schätze aufzuspüren, welche von Illusionen[link3] verborgen oder in extradimensionalen Räumen gelagert werden. Allerdings kann es Konsequenzen haben, wenn man anschließend damit angibt, den Steuereintreiber ausgetrickst zu haben – dies könnte zu Inspektionen oder Befragungen führen, bei denen von amtlicher Seite aus dann Magie eingesetzt wird.

Finanzielle Gefallen: Wenn ein Steuereintreiber Geldmittel benötigt, stellen die SC eine häufig noch ungenutzte, verfügbare Geldquelle dar. Erfahrene Abenteurer werfen regelmäßig mit Geldern um sich, mit denen man eine Armee ausstatten oder ein Dorf monatelang ernähren könnte. Clevere Steuereintreiber achten aber darauf, nicht zu oft aus diesem Brunnen zu schöpfen, sondern ihre Forderungen meist für Notfälle zu bewahren. Wenn es ihnen möglich ist, appellieren sie an das Mitgefühl der SC, ihren Patriotismus oder ihr Pflichtgefühl. Technisch betrachtet wäre eine Ablehnung kein Steuerbetrug, allerdings haben Steuereintreiber auch ein gutes Gedächtnis.

Dienstleistungen: In manchen Ländern, insbesondere je nen mit Feudalsystemen, schwören die Untertanen ihrem Herrn die Treue im Rahmen eines Systems miteinander verf lochtener Verpflichtungen. Im Gegenzug für den Schutz durch ihren Herrn erklären sich die Untertanen zu Dienstleistungen bereit. Wenn ein SC von seinem Herrn gerufen wird, muss er sich bereiterklären, einen passenden Ersatz schicken oder sich dem Ruf verweigern und Kerker oder schlimmeres dafür riskieren. Auch Kirchen erwarten Dienste von den Gläubigen und Gilden von ihren Mitgliedern. Bereitwilliges Tätigwerden der SC könnte der fragliche Steuereintreiber in einer Notzeit mit einem Gefallen ausgleichen. Sollte es sich um eine Aufgabe handeln, die besonders zu Abenteurern passt, z.B. die Kanalisation von Monstern zu befreien, sollten die SC weniger als die üblichen Schätze erhalten – sie sollten nicht mehr Gold mit der Dienstleistung verdienen, als sie in Steuern bezahlen müssten, um der Dienstleistungspflicht zu entgehen.


Arten von Dienstleistungen

SC sind von größerem Nutzen aufgrund der Taten, die sie vollbringen können, und nicht wegen des materiellen Reichtums, den sie vielleicht besitzen. Selbst niedrigstufige Abenteurer verfügen über Fähigkeiten, die jene der durchschnittlichen Bevölkerung übertreffen, während hochstufige Abenteurer die Welt erschüttern können.

Attentäter: Abenteurer mögen nicht immer die diskretesten Auftragsmörder sein, sind aber in dieser Funktion durchaus effektiv. In der Regel ist es erforderlich, einen normalerweise gut geschützten Feind in einem verletzbaren Augenblick zu erwischen und ihn zu töten, ohne Hinweise auf die Urheberschaft zu hinterlassen. Selbst wenn SC scheitern sollten, besitzen sie noch einen letzten Wert: Man kann abstreiten, sie überhaupt zu kennen, und sie der Rechtsprechung des Feindes überlassen.

Berühmtheit: SC – und insbesondere die charismatische ren unter ihnen – werden oft zu gesellschaftlichen Anlässen eingeladen (dies ist eigentlich eine Umschreibung dafür, dass ihre Anwesenheit verlangt wird), um die anderen Gäste des Steuereintreibers zu beeindrucken. Weniger berühmte SC mögen nur ein Teil der Menge bei einem großen Ball oder einer Hochzeit sein, doch bekanntere Abenteurer nehmen an der Seite des Steuereintreibers an Festen und Paraden teil und heben so dessen Status unter seinesgleichen und weisen seinen Rivalen auf subtile Weise in die Schranken. Diese gesellschaftlichen Ereignisse geben zudem anderen Steuereintreibern Gelegenheit, die SC um Gefallen oder Unterstützung zu bitten – am besten, nachdem die SC sich nach Speis und Trank entspannen und die Deckung fallen lassen.

Erschaffung eines magischen Gegenstandes: Ein SC mit einem Talent für die Erschaffung magischer Gegenstände[link4] könnte aufgefordert werden, sein Können als persönlichen Gefallen oder für die Allgemeinheit einzusetzen. Ein SC-Magier[link5] könnte aufgefordert werden, die Schwerter der Stadtwache zu verbessern, während ein Kleriker[link6] gebeten werden könnte, für seinen Tempel Heiltränke zu brauen. Anhängig davon, wer die Forderung stellt, kann es sein, dass die SC neben dem Zeitaufwand auch die vollen Kosten tragen müssen, der Steuereintreiber diese übernimmt oder sie die Kosten unter sich aufteilen.

Militärdienst: In der Regel werden nur niedrigstufige SC zum normalen Militärdienst ins Heer eingezogen. Fähigere Abenteurer werden stattdessen für Elitekommandos genutzt, welche sich mit den gefährlichsten Truppen und Monstern des Gegners befassen sollen. SC mit entsprechender Expertise könnten als Ausbilder berufen werden – dieser langwierige, aber wichtige Dienst kann während der Zeit zwischen Abenteuern ausgeführt werden.

Monsterjagd: Nur wenige Dinge passen besser zu Abenteu rern, als sie loszuschicken, um gefährliche Bestien und Monster zu töten. Leider können die meisten Steuereintreiber nicht einschätzen, welche Arten von Gegnern für eine Gruppe machbar sind. Man wird zwar Anfänger kaum auf Drachenjagd aussenden, doch große Helden könnten beauftragt werden, ein „Dämonenschwein“ zu erlegen, das sich dann als Schreckenswildschwein erweist, während Abenteurer mittlerer Stufe sich mit einem „umherziehenden Riesen“ befassen sollen, der sich dann als Sturmriese[link7] oder Titan entpuppt. Vor einem solchen Konflikt zu fliehen, könnte längerfristige Auswirkungen haben.

Spionage: In vielen Fällen werden passende SC mit Spionagemissionen beauftragt, z.B. Barden[link8], Schurken[link9] oder Verzauberer. Wie im Falle von Attentätern nutzen Steuereintreiber SC als Spione, um jede Beteiligung abstreiten zu können. SC könnten gebeten werden, in einer Region zu spionieren, welche sie zu besuchen planen. Es kann aber auch sein, dass sie ihre Reisepläne entsprechend anpassen müssen.

Zaubern: Selbst niedrigstufige Zauberkundige verfügen über beeindruckende Magie. Zwischen ihren Abenteuern greifen die meisten SC kaum auf ihre magischen Fähigkeiten zurück. Für einen Steuereintreiber wirkt die Aufforderung an einen Zauberkundigen, jeden Monat ein paar Stunden mit dem Wirken von Zaubern zu verbringen, vollkommen trivial. Neben prosaischen Aufgaben wie dem Erstellen von Befestigungen, der dauerhaften Beleuchtung der Straßen, der Pflege der Kranken oder der Unterhaltung von Gästen mit komplexen Illusionen[link3] werden SC-Zauberkundige eventuell um größere Gefallen gebeten wie mit den Toten Kontakt aufzunehmen, den Willen der Götter auszuloten oder Schutzzauber zu weben. Die Kosten dieser Dienstleistungen mögen den SC aufgebürdet, vom Steuereintreiber ersetzt oder zwischen ihnen aufgeteilt werden. Nicht-zauberkundige Steuereintreiber neigen aber dazu, die Kosten diverser machtvoller Zauber zu unterschätzen und auf diesen Fehlvorstellungen ihre Bedingungen zu begründen.

Sonstige Dienstleistungen: Von diesen Beispielen abgesehen, könnten Steuereintreiber um alles bitten, was im Möglichen der Fähigkeiten der SC liegt – oder ihnen ganz knapp nicht möglich ist. Sie könnten beauftragt werden, eine geraubte Seele zu finden, ein neuentdecktes Gewölbe[link10] zu plündern, bei einem Disput zwischen mächtigen Magiern[link5] zu vermitteln oder einem Drachen[link11] Tribut zu bringen. Oft dienen diese Dienste als Auf hänger für richtige Abenteuer.


Komplikationen

Abenteurer zum Entrichten von Steuern, Abgaben u.a. zu zwingen, ist nicht risikolos. Niedrigstuf ige SC, welche ihre Steuern nicht zahlen, riskieren Verhaftung, hohe Geldstrafen und möglicherweise den Kerker, wenn sie dabei erwischt werden. Natürlich könnten sie imstande sein, einer Strafe zu entgehen, indem sie eine passende Dienstleistung erbringen. Bei SC des mittleren Stufenbereichs sind indirekte Konsequenzen effektiver als Versuche, sie zu verhaften, außer die Autoritäten verfügen über genug Mittel und Können, dass eine vertretbare Chance besteht, die SC einzufangen und festzuhalten. Lokale Geschäfte könnten sich weigern, die SC zu bedienen, die Diebesgilde könnte Erlaubnis erhalten, sie auszurauben, Stadtwachen könnten ihre Hilferufe ignorieren, usw. Hochstuf ige SC sind jedem überlegen, der sie zu verhaften versucht. In den meisten Fällen sind die schlimmsten Konsequenzen ihrer Taten Jubelrufe anderer Gesetzesbrecher und dass Adelige[link1] ihnen die kalte Schulter zeigen, welche auf die Steuereinkünfte angewiesen sind. Hinsichtlich Beiträgen und Zehnten können SC, welche ihre Pflichten ignorieren, keine Hilfe ihrer Kirchen oder Gilden erwarten, solange entsprechen de Schulden bestehen – und selbst wenn sie diese später ausgleichen, müssen sie meisten eine hohe Buße entrichten. Natürlich können die richtigen Dienstleistungen oder Gefallen auch eine Kirche oder Gilde dazu bringen, den SC ihre Verfehlungen zu vergeben.
